Actually, pictures (the vast, vast majority of them) are not hosted by the FR server. The FR page only has a short html text reference to the picture that sits on another unrelated server.
So big pictures don’t do anything to overload FR’s servers. They are a pain for people on dial-up, but that’s about it.
