That number doesn’t work. You get a live person at SOS who will transfer you to elections. Voter fraud is option 3. When you choose that, it says you can’t be transferred.

I called the hot line and gave her the details. She said she had received another call previous to mine and that she is aware of this situation. She specifically confirmed to me that such a practice is fraudulent.
