Calculating the Risks in Pakistan

A small group of U.S. military experts and intelligence officials convened in Washington for a classified war game last year, exploring strategies for securing Pakistan's nuclear arsenal if the country's political institutions and military safeguards began to fall apart.

The secret exercise — conducted without official sponsorship from any government agency, apparently due to the sensitivity of its subject — was one of several such games the U.S. government has conducted in recent years examining various options and scenarios for Pakistan's nuclear weapons: How many troops might be required for a military intervention in Pakistan? Could Pakistani nuclear bunkers be isolated by saturating the surrounding areas with tens of thousands of high-powered mines, dropped from the air and packed with anti-tank and anti-personnel munitions? Or might such a move only worsen the security of Pakistan's arsenal?

Some national parks have now stopped issuing research permits and have even forced scientists to sign statements saying the Park Service cannot guarantee their safety from persons entering the country from Mexico.

Fire uncovers stolen weapons (MI)

A Christmas Eve fire helped uncover a cache of weapons in Rochester Hills and the discovery has Oakland and Macomb County sheriff’s deputies working together to determine the link with this summer’s gun theft from Gibraltar Trade Center.

Thirty-nine shotguns, assault rifles, pistols and revolvers, plus several ammunition magazines, were found in a Rochester Hills house along with night vision goggles and a bullet-proof vest stolen from Detroit’s Violent Crimes Task Force.

Police arrested Leo Vulijevic, 33, and his wife Valentina Vulijevic, 29, who were apparently at home when a fire broke out at their Rochester Hills residence at 9:45 a.m. on Dec. 24. Firefighters who responded to the blaze found the weapons cache and notified police. [snip]

Weapons Found in Phoenix Storage Locker

Federal agents say they have found 42 weapons in a storage locker in Phoenix.

The guns were worth a quarter of a million dollars and consisted of handguns, semiautomatic AK rifles.

Agents also found four boxes loaded with 50-caliber bullets - ammunition that’s big enough to take out an airplane. [snip]

Truckload of ground beef tainted with E. coli stolen

FRIDAY DEC 28, 2007 (Foodconsumer.org) — American Fresh Foods, based out of Ft. Worth, Texas, announced Dec 27 that a truck loaded with 14,800 pounds of ground beef potentially contaminated E. coli O157:H7 was stolen and the company urged consumers in Texas not to purchase any of the products of concern.

The refrigerated truck was parked in the plant’s property. The grounded beef was segregated in the truck from fresh commercial sale due to potential contamination of E. coli, the company said in its press release. [snip]

22 of firm’s employees arrested on immigration violations in related enforcement action

SALT LAKE CITY - An Orem, Utah construction contractor faces federal criminal charges as part of an alleged scheme to bring illegal aliens into the United States and require them to work for his business to pay off their smuggling debts.

Jose Hernan Moreno, 40, a Peruvian national who owns MJH Construction, was charged last week with one count of alien smuggling and one count of harboring illegal aliens. Moreno’s brother-in-law, Alejandro M. Meza, 42, was also charged with harboring illegal aliens. According to court documents filed in the case, the two men allegedly housed the aliens in various residences they own in Utah County.

Moreno and Meza were initially taken into custody December 18 on administrative immigration violations after ICE agents searched three residences owned by Moreno and his relatives. In addition to Moreno and Meza, ICE agents arrested 22 Peruvian and Mexican nationals at those homes who were found to be in the country illegally. The aliens, who were employed by Moreno’s construction company, have been processed for removal from the United States, and will be subject to further interviews as the criminal investigation continues. Three days later, based upon evidence gathered by ICE, the U.S. Attorney’s Office filed a criminal complaint charging Moreno and Meza with alien smuggling and harboring. The two men have been turned over to the custody of the U.S. Marshals.

According to the criminal complaint, one of the illegal alien workers told ICE agents that while in Peru, he borrowed $2,500 from Moreno’s parents to buy a Mexican visa so that he could illegally enter the United States through Mexico. Once he arrived in the United States, Moreno’s parents allegedly told him he would be provided work and a place to live. In July 2005, the alien stated that he and two uncles arrived in Phoenix, where they were met by Moreno. For a fee of $1,500 each, Moreno allegedly transported the aliens to homes he and his relatives owned in Orem. After arriving there, the alien alleged he was not permitted to speak to his parents in Peru without being monitored, and that Moreno took his passport and vaguely threatened him with deportation. Another one of the Moreno’s workers told agents he earned $9,500 after working a year of 12 to 14-hour days for Moreno, but ended up receiving only $1,000 after paying off his debts to Moreno and his family.

ICE has dramatically enhanced its efforts to combat the unlawful employment of illegal aliens in the United States. The agency’s strategy for effective worksite enforcement is aimed at promoting national security, protecting critical infrastructure and ensuring fair labor standards. During fiscal year 2007, ICE worksite investigations resulted in 863 arrests on criminal charges and 4,077 administrative arrests for immigration violations.

ICE and FBI join forces to target “narco trial” judge in ICE agent kidnapping

WASHINGTON D.C. - Late last night, ICE and FBI agents executed a warrant to arrest Byron A. Jimenez Castaneda, 44, a citizen of Colombia, in Orlando, Florida for conspiracy to possess, distribute and import narcotics into the United States. In the 15-count indictment, Jimenez Castaneda is alleged to have coordinated the kidnapping of an undercover ICE agent in Medellin, Colombia, on December 13, 2005. Jimenez Castaneda acted as “judge” in a “narco trial” to determine the undercover ICE agent’s responsibility for the cartel’s loss of cocaine and currency to law enforcement. The indictment also alleges that a ransom of $2,000,000 was requested for the release of the undercover ICE agent.

Homeland Security Assistant Secretary for Immigration and Customs Enforcement Julie L. Myers and United States Attorney for the District of Puerto Rico Rosa Emilia Rodríguez-Vélez announced the arrest today for violations to Title 21, United States Code (USC), Sections 841 and 846; Title 18, USC Sections 952 and 963, and Title 18, USC, Section 1203.

The arrest of Jimenez Castaneda comes following a two year ICE investigation that has resulted in the arrest of 23 cartel associates and the seizure of more than 1,900 kilograms of cocaine, numerous foreign and domestic bank accounts, more than 3 million dollars in U.S. currency and six vessels.

“This case demonstrates how ruthless this Medellin-based cartel is,” said Assistant Secretary Julie L. Myers. “Arresting Jimenez Castaneda on kidnapping and drug charges brings us one step closer to justice and strikes a severe blow to their criminal organization.

“Once again, the hard teamwork of state and federal law enforcement agencies, in Puerto Rico as well as in the US, prove that through collaboration we can and will eliminate all active and violent crime organizations that threaten our lives and security,” said US Attorney Rosa Emilia Rodríguez-Vélez.

On Oct. 2006, as part of ICE’s “Operation Watusi” a case under the Organized Crime Drug Enforcement Task Force, U.S. and foreign law enforcement officers conducted simultaneous arrests in several countries that resulted in the total arrest of 22 of the 30 individuals indicted on drug and money laundering charges.

The defendants, and their co-conspirators, coordinated the transportation of multi-million dollar shipments of cocaine from South America to Puerto Rico via motor vessels and laundered the narcotics proceeds through various financial transactions. The currency is alleged to have been laundered through a complex money laundering scheme known as the Black Market Peso Exchange.

During the investigation, federal agents were able to infiltrate the money laundering and drug trafficking organizations, identifying the source of the supply of the drugs, the foreign and domestic drug transporters, a distributor, and money launderers. As a result of these simultaneous arrests in the U.S. and in several foreign countries, federal agents dismantled several drug trafficking and money laundering organizations.

The narcotics offenses charged in the indictments involve a sentence of a minimum of 10 years of imprisonment and a maximum sentence of life imprisonment and a fine of not more than $4 million. The penalties for the hostage taking offense alleged in the indictments involve a maximum sentence of life of imprisonment and a fine of not more than $250,000.

The case is being prosecuted by Assistant U.S. Attorney Timothy R. Henwood.

The public is reminded that an indictment contains only charges and is not evidence of any guilt. The defendants are presumed innocent and entitled to a fair trial. The U.S. government has the burden of proving guilt beyond a reasonable doubt.

REPORT SNIPPET: “This Warden Message is to advise Americans that two New Years events in Istanbul have been cancelled; one in Kadikoy Square (Asian side), and the other in Taksim Square (European side). Turkish media reported that the Kadikoy event was cancelled due to security concerns. In the aftermath of Turkish cross-border operations against the KGK/PKK, security has been increased throughout Turkey. In Istanbul, random incidents of arson against vehicles have occurred, a KGK/PKK terrorist was captured by police outside an Istanbul Metro Station in Mecidiyekoy, and in Kucukcekemece District one person was killed and six were injured when a device exploded in a garbage container approximately 100 meters from a local police station. U.S. citizens should continue to maintain a high level of vigilance as a matter of routine.

Facilities such as shopping centers, public markets, hotels, clubs, restaurants, places of worship, schools, and outdoor recreation events and resorts are potential targets both for demonstrations and for attacks by terrorist groups. U.S. citizens should remain in a heightened state of personal security awareness if they need to be present at such locations. Furthermore, U.S. citizens should be vigilant when using public transportation in Turkey, as these networks have been targeted in the past. “
