I know that they have been planning to develop the area along the West Shore Expressway for some time, including the now abandoned NASCAR track. I wouldn't live there as anything within 5 miles of the West Shore is a brownfields site.

Now it seems as if half the borough of Staten Island is moving to Toms River and Jackson, NJ.
