I recall a story about the NYPD being a bit rough on a Haitian immigrant shortly before they were portrayed as heroes for 9-11

And that’s just one of a lot of stories across the country the past six years or so. I’m wondering of some of this could be related to having very young police officers out there who are not very well trained and having too hot of heads (no control over their anger) due to the age factor?
