While it's clear that the letters were NOT written by the same person who wrote the anthrax letters, it still seems that the motivation was similar: The culprit wants people to think that al Qaeda is about to launch another attack.

Hey, maybe Secretary of Homeland Security Michael Chertoff is the culprit! I just heard him not very many days ago say that he had a gut feeling Al Qaeda was preparing to launch another attack against us.

Could be. ;-) But more likely it's just someone who has access to The Gale Directory of Publications. In fact, someone just sent me an e-mail suggesting that.

Yes, I know all the addresses are probably available on the Internet, but it seems far more likely that those small newspapers were identified as a result of experience with contacting newspapers of all sizes - and such a person would be working from a LIST of some kind.
