What is the difference between a human fetus and a human baby one second old?
Was the Constitution written to grant the federal government practically unlimited power or to limit it?
Outside of the Bill of Rights and the other Amendments to the Constitution, what limits, if any, does the Constitution place on the federal government?

3) form the Dept of Education?
4) form the Social Security Administration?
5) form agencies and grant them the ability to make defacto laws?
It's not as cut and dried as the US policy for Cuban immigrants (wet/dry foot).
