You should only be a left-lane PASSER. Not a left-lane driver. On congested metropolitan highways there is no such thing as left-lane "passing." You either stay in the left lane or you stay in the right. Switching back and forth to "pass" slow drivers is simply not possible. The instant you get back to the right after having passed you run up on another car going 55 MPH.

There are no passing lanes in California. All lanes are driving lanes. I can't even imagine a left lane used only for passing!!!
