It certainly does make sense. And it is hardly disingenuous.
It IS ABSOLUTELY disingenuous... AND phoney.
The idea that person who is really concerned about helping the poor, and is willing to make personal sacrifices to do so would be UPSET that at Govt agencies like welfare, food stamps etc is absurd.

I can see you can't tell the difference between charity and stealing by gov't proxy.

when government hands out money, it is an entitlement that is expected and accepted without shame or remorse that others are doing without... no gratitude to the people who actually give it to them.
shame is a good motivator to get one working.
