I think it's more a matter of funding - when the schools want more money, they'll look for more bodies to count.

Bruce Shortt, the author, uses the word "institutionalized" at least 3 times!
I love it.
Also...Teachers and principals should be held to the SAME standards of child abuse as ordinary citizens. So...ask the question. If the SS would be knocking on the door of a parent, is the SS knocking on the doors of teachers and principals when similar accidents and incidents occur.
So...if illiteracy and innumeracy would be considered child abuse for the child of a homeschooler, then it should also be considered child abuse for the principal and all the teachers who passed that child from grade to grade.
