Yes, unfortunately Baker and Company have done a lot to embolden terrorists.
I was generally unimpressed with Mr. Baker before, and I have nothing but contempt for his "report" and the deleterious effects it is having.

The election results, and the ISG report, are a severe one-two punch in the gut of the cause for security from Islamic terror. In both cases the harm has come from the perception of the US by its enemies and friends, as a weak sister, shakey and on the run. Whether the election was really a referendum on Iraq is irrelevant. It has been taken as such. The ISG report is largely a pastiche of banalities, but it contains psychotic misconceptions which render it unacceptable to any person who cares about US interests.
Reverberations among the barbarians have already begun, in Afghanistan as well as Palestine and assorted other arab sand-traps.
