Rudy DID help to make the city of New York safer. But then again, crime in the entire US declined during the economic boom of the 90's that our ENTIRE country experienced.

As Rudy proved in NY, you can most certainly reduce crime--if you are willing to move in the direction of a 'police state'.

You're off base. Rudy's success was in enforcing existing statutes rather than ignoring them as Dinkins had. His most successful policy was to run a check on everybody stopped for a minor offense such as jumping a turnstile before releasing them. The practice swept thousands of parole and bail jumpers off the streets.
