This reads like Murtha is routing bribes through third and fourth party ringers in his district, so no undeniable smoking gun is placed at the meeting. It is still illegal for a Congressman to intercede on behalf of a immigrant applicant for a directed donation or investment to any entity.

Murtha's a crook, but proof beyond a reasonable doubt would be difficult.
