Syria won't move w/o Tehran. If they have already gotten involved, then it could be to admit Iran is calling the shots publicly and try to force someone to talk to Iran. Iran wants big boy status and they have to be included in talks in order to get it. So far, the US will not and no tactics have worked toward that goal yet.
