Forget the UN! A UN force (UNIFIL) has been in Lebanon since 1985. Indeed, for what they're worth, they are still there. Somewhere...

UNIFIL was specifically charged with policing the border and stopping arms shipments to Hizbollah.

Correct. Israel needs a secure border, the UN has had it's chance. Hezbollah has found an ally it seems in UNFIL.
