When he tried to get federal authorities to fix the fence, Ladd said he was told barbed wire was useless in stopping human traffic, and so the government was not interested in replacing it.

I'm confused here. I don't know why the Minuteman fence is better than the barbed wire fence Ladd already had that was being cut regularly. Indeed, the Minuteman fence has already been cut, according to news reports, but Ladd says it's working?

“I told them, ‘If you want to put up a barbed-wire fence with a vehicle barrier, let’s do it,’ ” Ladd said.

I didn't think the vehicle barrier was installed yet? Will a vehicle barrier keep out cows?

Well it was a "free" fence after all. He can afford to make more repairs. Did you read the part about him running the Minutemen off his ranch earlier? I think Ladd may have out-conned Simcox.
