Tancredo advanced a guest worker program, along with border security, in 2003. IOW, he promoted a plan almost identical to Pence's.

Actually they are quite different plans, but I'm sure you know that.

Why did Tancredo back off his guest worker program?

Did he feel the need to stake out the far right position on immigration reform because he needs the issue?
