The Constitution is our social contract -- the agreed upon rules under which our society operates. Well, that explains it. Someone who can't tell the difference between "society" and "government" is naturally going to understand the workings of nations about as well as someone who can't tell the difference between "current" and "voltage" is going to understand electrical circuitry.
