It was once solemnly declared to be a hard mathematical inevitability that "the natural increase of the Irish shall place America at the heels of the Pope of Rome before the end of the [nineteeth] century" if they weren't kicked out and kept out. Were native born Americans having 2 or fewer kids per couple when that prediciton was made?

Yep; the birth rate of "real Americans" was indeed 2+ lower per family than that of the Irish immigrants.
