What a profound observation! Special interest groups care more about legislation that most directly impacts them than do others!
I would dispute your dismissal of the notion that immigration reform isn't a voting issue for "most Americans." When 70% in recent polls say that immigration is either a "serious" or "very serious" problem (before the ehtnic demonstrations, which no doubt have hurt their cause with voters), it certainly has become a "voting issue" for the vast majority of Americans.

Everyone says they care about it, but no one is willing to pay a price to do something about it. Anti-immigration has not been a voting issue. Most the people who are passionate on this issue are the Hispanics, pro-immigration side.
