Our hundreds of billions were spent on the MAD philosophy. For actual offensive or defensive use in the War on Terror/Islam/Extremists, they're virtually useless.

One nuke in any US City is going to result in the destruction several key islamic centers through out the world.
More that one nuke used against the US will result in the a retaliation on a massive scale against islamic cultural and population centers from which islam would never recover; plus preventive attacks on those powers who would possibly seek to take advantage of a weakened US.
We are not so feeble that we would rather surrender than die. If we ever were that feeble - who'd give a $hit anyway?

How many islamics do think would retain their faith if, in 30 minutes after an attack on the US, all key islamic religous and population centers were completely and utterly destroyed?
