According to Mrs. Armstrong, who owns the ranch and was a witness, the victim came from behind and didn't signal. She said the injury is one that wasn't serious but because Cheney has a huge medical contingent with him at all times, including an ambulance, they took over his care immediately.

Mrs. Armstrong is also quoted that this type of accident happens frequently and that she herself has been hit a few times.

pretty detailed article here about the incident. Even AP is making it sound like no big deal. They did manage to slip in a picture of Cheney with a rifle in hand though. Jerks.
