The newspapers have the right to publish such materials, even if they are likely to offend many Muslims.

Materials that are likely to offend religious sensibilities should not be published, but there should not be a law against doing so.

I'm offended that every publication is referring to him as "Prophet Mohammed". You never see "Savior Jesus Christ" in any newspaper. I think I'll go burn some embassies.

When a cartoon is the focus of legitimate news story it needs to be published with the story.

I think the first option is as close as your going to get. Remember, it's Europe.
