Oh, beside that "Mr. President" refers to the chair in the Senate, I think this criticism was directed at the media. The trasncript will show it, but Byrd's critical points are correct, even though he lays blame equally (it shouldn't be), and even though he blames no individuals (he should).
But as for a fairly comprehensive critique of not only the nominationa and confirmation process, but also the compormises of separation of powers, Byrd has a crafted an outstanding speech.
None of the flambouyant "Hear me!" or other phrases he is known for, this is a straight-up talk, and I am convinced, it comes from his heart.
