If the anonymity is useful to them, they were probably already using it. If the technology is useful for terrorists, perhaps it should not be available "over the counter," as it were.

"Perhaps" being the operative word. There are lots of technologies that are useful to terrorists. Some also give anonymity like anonymous email accounts. But most have beneficial uses. Also anonymity isn't as serious a problem as some people here think.
