It is up to the Iraqis to amend THEIR constitution if they decide to. They are a sovereign nation. We can't tell them to do that
Well Feingold, Levin & Reed who don't think the President should act like a King in our country .. should act like a Kind in Iraq and tell the Iraqis how to run their country and what to put in their Constitution
