"Yes, but there is no evidence that a people (adults) can be made virtuous by restricting their freedom." Yeah, agreed. When freedom is restricted, people lose responsibility for themselves and thus their virtue. Virtue has then becomes the province of government instead of the individual. NOLA this summer was a good example of that.
