This is a direct result of Pres. Bush's behaving like an imbecile and refusing to fire all clinton political appointments, in all the cabinet offices and executive agencies, replacing them with his own loyal supporters

I sharply disagree. I think one of GWB weakness is his willingness to placate his political nemesis rather than see the real reality. The real reality is that after 9/11 GWB should've cleaned out the CIA as well as the FBI and anyone else who did not get on board with this administration.
Washington is not Texas. You do not pet the sharks in the shark tank. Figuratively speaking, you whack them with a two-by-four. It doesn't change their behavior, but it gets their attention.
