Like many here, New Orleans authorities wrongly believe that they have the power to 'regulate' the keeping & bearing of arms.
These people believe that State & local governments are not bound by the Bill of Rights, and that 'police powers' enable them to control the lives of citizens by prohibitive 'law'.
States Rightists are in control in Louisiana.
