If parts of the city are high and dry and INHABITABLE, why the mandatory evacuation?

What is the game there?

If they evacuate the city, the Army and the rest of the rescue workers are free to work on restoring the city. Crime would cease and the general population would not be an issue. Everything that happens in the city is now the responsibility of the feds. They don't need any more trouble from people using events for partisan reasons. Remove the people and you remove any wild cards.

I'm just wondering, are they making those people leave so that they can use there homes to house workers
police and the troops. Maybe even to house the contractors that come in to rebuild the city. A lot of these
homes were high and dry.

"INHABITABLE" I think you mean "habitable." And while I'm editing stuff.... one of my pet peeves is hearing how something or a group or a city is decimated. Otherwise educated people including our president and Sean Hannity use it incorrectly. But after reading below, guess I'm in the minority. sigh. dec·i·mate (dĕs'ə-mât') tr.v., -mat·ed, -mat·ing, -mates. To destroy or kill a large part of (a group). Usage Problem. To inflict great destruction or damage on: The fawns decimated my rose bushes. To reduce markedly in amount: a profligate heir who decimated his trust fund. To select by lot and kill one in every ten of. [Latin decimâre, decimât-, to punish every tenth person, from decimus, tenth, from decem, ten.] dec'i·ma'tion n. USAGE NOTE Decimate originally referred to the killing of every tenth person, a punishment used in the Roman army for mutinous legions. Today this meaning is commonly extended to include the killing of any large proportion of a group. Sixty-six percent of the Usage Panel accepts this extension in the sentence The Jewish population of Germany was decimated by the war, even though it is common knowledge that the number of Jews killed was much greater than a tenth of the original population. However, when the meaning is further extended to include large-scale destruction other than killing, as in The supply of fresh produce was decimated by the nuclear accident at Chernobyl, only 26 percent of the Panel accepts the usage.
