Where did you get this? The city plan? Just curious
I made a copy of it for a relative, but don't have the name of the author on the article. This plan was revised in 2000 for NO in case of a hurricane.

FWIW, Houston retired the storm warning system years ago. They used to crank up the sirens at ever fire station once a month as a test.
Seems to me that is a good way to alert the public even if they have tuned out crappy radio and biased television. If you have unplugged from the media, just how are you supposed to know that you have been told "get out"?
I realize that some people will tune in as a storm approaches.
Again, this was part of "old thinking" civil defense systems. That got RETIRED.
We had good systems but didn't maintain them.
