Catastrophic damage occurred to Mississippi, Louisiana and Alabama as a result of Hurricane Katrina. Major bridges are destroyed. Mobile AL suffered its worst flooding in 90 years. In New Orleans, a large section of concrete levee broke last night. Water continues to rise, threatening, among many things, Tulane Hospital with 1000 patients. New Orleans officials: Do not attempt to return to the city at this time if you evacuated. It is too dangerous.

I've got to tend to agree.
I think of looting as a dry-land, out of power type of event.
This is a bit different is some cases. If the area of town is completely cut off by water, it's not like the store's inventory is not going to be written off.
It is a survival there right now until the water recede.
In areas where that's not the case then it's just plain theft in my eyes.

the reason I asked: there are a couple of fair-sized necropoli right on top of the Quarter. some of the dead might be -ehrm- "wash-outs".

Nobody was stuck. Tourists could have gotten cars to leave, could have gotten a plane before the airport closed, could have gone into the superdome. If they had legs and a brain then they could have walked from the Quarter to the dome.

Somebody needs to smack you upside your head. Do you have a clue how hard it is to empty a city? NO because it never has been done in America before. So STFU

They are saying media helos arent allowed over the city....WTH is going on? This is ridiculous.

Just a guess...maybe because rescue choppers need the airspace to get people off of roofs and out of trees?

Can you block off an entire state? .... The state needs provisions for food, etc.

Dunno if it's a true report or not, but it would be entirely possible to block off the interstates at the state lines, and only allow essential traffic to pass. It would make a great deal of sense to block off I-10 in that manner, for example, in order to quickly get logistical stuff in from TX.

Many have small boats throughout the area. I assure you... some are looting with their boats and pirogues.
