Except they've already said that with the interruption to several transit operations, it would be best for those who don't have to travel to stay in for now. Also some reports of train drivers refusing to work, further reducing the transit capacity, which on a normal day can get overloaded.
WMD is probably a possibility. But it sounds like they want to keep the streets clear because they're still trying to round up the perps, which makes sense to me. Hope they're successful.
