I can't really discount this theory. In the least we must ask what is it that ties all of the failed characters together if not their own dirty secrets? Telling the truth seems to be an incriminating choice for too many. I just cannot buy that the VDSs have a string of people devoted to them. It seems much more plausible that there are a string of people devoted to protecting their own self interests.
