Not a secret, just not publicizing it. Why give the terrorists so much advance warning.

A nearly equally effective trick would be to intermittently interrupt service. That would introduce sufficient uncertainty into the terrorist's plans that they could never count on being able to set off a bomb to any predictable schedule, while allowing most people to use their phones most of the time.

Now they can count on everyone being unable to report any suspicious activities.

Not the kind of certainty we want them to have...
