Cornyn just said "these fourteen". They have to think about the two votes mentioned for Owens by Graham and DeWine, and that the constitutional option is still open.
I wish they had a cam on the expressions of the senators there.

However, at the time He also had a somewhat principled opposition, and thats the Point. That's my point. You can have gentleman's agreements when the other side is honorable. Since the other side has no honor, one should use brass knuckle tactics.

Graham said he and DeWine would have voted to uphold the point of order propsed by Frist. Therefore, the point of order is not a rule change, as defined in the agreement.
The agreement is a political agreement, not a legal agreement.
