This is ingenious! Freepers, am I correct in believing that Enzi can go to as many judges as he wants/needs to in order to get one of them to sign this. (My point being that this may be something that just one or two jackass judges can't stop.) Freepers, please advise.

I don't think he needs any judicial participation at all. Congress can issue its own subpoenas.

Speedy is quite right; Congress can issue a subpoena without any coordination or consultation with a judge at any level.
