So in essence, Congress has NO authority here and the protection of subpoenad persons is crap?

Yes, it was Greer. And he is saying that Congress has no authority in this case.
If Judge Greer is allowed to get away with this ignoring of a Congressional subpoena, then Congressional powers to subpoena witnesses will be called into question. Congress cannot allow this Judge to have the final word.
This Judge needs impeached IMHO!
