That's a more difficult one. Our constitution is unwritten, and in the past when such cases arose they tended to be sorted out on the battle-field :-)
It is pretty much inconceivable that Her Majesty would do so without the consent of both H.R.H. Prince Charles, and H.R.H. Prince William; additionally the Prime Minister (and probably those of the various Commonwealth countries which share the monarchy). In that case a bill wouldalmost certaily pass through Parliament (I suspect that it would be unopposed, except by a few arch-leftists who take any excuse to attack the monarchy), which would (like all bills) require Royal Assent, and then become law.

The real question is, aside from the obvious financial benefits to Bowles, what difference does any of this make? In the real world, that makes as much difference as Earl Barlow planning to we Martha Sanders.
