Like just about everything else in NM, the State Police web page is "dated" (ie. outdated). The NM legislature revamped the concealed carry law in 2003 and concealed carry licenses have been issued beginning in January 2004. Correction to my own post: it's not that
"he has no means of personally protecting himself". He could, of course, pack a piece openly with the proper permits.
