I am thinking it was an older woman, 50-60, who was a senator, but maybe it was the house. At any rate, she appeared to be someone who was well aware of what they were intending when the law was changed in 1999, so we need to make sure it was someone that was present for both sessions (1999 and 2003).
Somewhere on those old threads we had listed all the names of the yays and the nays.
Yes I agree with the age but it was most definitely the House, not the Senate.
