I agree. I am related to a former Sheriff in Oklahoma. He could completely fill his jail with illegals in a couple days, if he wanted to bust his budget providing them with room, board and medical. He called the INS (once) after his deputies had arrested several illegals. They told him not to bother them unless he caught a whole busload and refused to pick them up. They had to let them go because they didn't have the funds to hold them.

They are pretty much limited to harassment measures. They can periodically roll into an area with illegals and watch them scurry off. I think most of the deputies would go the extra mile and arrest/hold them if the feds would just come pick them up.
