shows no signs of declining. Some 230,000 people were
infected with HIV in 2003, bringing the total number of
people living with the virus to 1.5 million. AIDS claimed
30,000 lives in the past year.
Worst affected are the Russian Federation, Ukraine...

The place is in denial about many things, still. Plus, dealing with AIDS is very expensive, and the place cannot afford the expense. Sad.
