The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Muslim group takes responsibility for 9-11: 'We are so sorry'
 

This September 11 marks the third unforgettable anniversary of the worst mass murder in American history.

After September 11, many in the Muslim world chose denial and hallucination rather than face up to the sad fact that Muslims perpetrated the 9-11 terrorist acts and that we have an enormous problem with extremism and support for terrorism. Many Muslims, including religious leaders, and "intellectuals" blamed 9-11 on a Jewish conspiracy and went as far as fabricating a tale that 4000 Jews did not show up for work in the World Trade Center on 9-11. Yet others blamed 9-11 on an American right wing conspiracy or the U.S. Government which allegedly wanted an excuse to invade Iraq and "steal" Iraqi oil.

EXCELLENT story of the ongoing hunt for OBL is on right now on the History Channel. Targeted: Osama bin Laden is extremely effective in describing the war on terror as it now stands and has stood since OCT 2001. I suspect they are doing this as a run up prep for announcing to the world that we've gotten the biggest fish of all. There is a lot of SpecOps involvement in this documentary. One of the commentators is Mark Bowden, the author of BlackHawk Down.

Hamas signs on to the global jihad

This is by no means the first sign of Hamas moving under the "big tent" of Al Qaida, just the most recent.



Hamas identifies with and supports Chechen and international Islamic terrorism on CDs found in the Palestinian Authority-administered territories. The CDs are distributed by Hamas to Palestinian youth in various educational institutions.:
Overview



1. Among the propaganda and indoctrination materials found in institutions influenced by Hamas in the PA-administered territories were CDs containing posters and movies used by Hamas to show, among other things admiration, identification and support for Chechen and international Islamic terrorism.


2. The CDs, containing materials preaching hatred and terrorism, are distributed by Hamas in various educational institutions in the PA-administered territories as part of their plan for indoctrinating the younger Palestinian generation. The CDs from which Chechen material was taken were distributed by Hamas at the American University in Jenin (November 2003); at Islamic-oriented Hebron University (February 2004); and at the Hebron Orphan Asylum, operated by the Islamic Charitable Society , identified with Hamas (August 2004).


3. The terminology used on Hamas posters and movies (analyzed below) is extreme Islamic in nature. The Chechen terrorist leaders, such as Shamil Basayev and "Khattab" are praised, while the Russian Army is held in contempt and its actions are described as "terrorism against the Islamic population of Chechnya." One of the CDs (called "The Russian's Hell"), which shows scenes from the fighting in Chechnya, includes religious messages in favor of a jihad [holy war], claiming that those taking part in it go to heaven as shaheeds [martyrs for the sake of Allah] after their death.


4. Side by side with showing admiration and support for Chechen terrorism, Hamas also identifies with international terrorism. For example:


a. Osama bin Laden 's picture appears on one of the posters along with that of Ahmad Yassin and Chechen terrorists .


b. Regions in which "holy wars" are being fought by holy warriors [ mujahadeen ] are mentioned: Chechnya, Afghanistan, the Balkans, Kashmir, Lebanon, and, of course, Palestine.


c. There is a quotation from Muslim tradition about the international brotherhood and Islamic revival of Muslims living as an oppressed minority under "infidel" regimes.



5. Using such materials, Hamas presents itself to its supporters in the PA-administered territories, especially the younger generation of Palestinians, as supporting Chechen terrorism. It also presents itself as part of the violent international Islamic insurrection in regions where friction exists between Islam and the "infidels," and bases its actions on ideology which comes directly from Osama bin Laden and Al-Qaeda.


6. The Appendices which follow deal with the material found on Hamas CDs distributed in the in the PA-administered territories.

And aren't both the Daisy Cutter and MOAB designed to be dropped "reatrded" in that they both require some sort of either 'cute or guidance fins, which also slows their descent?

The daisy cutter, yes had a drag chute. The MOAB on the otherhand is gps guided with wings and dropped from a higher altitude. Thus it could be deployed with greater accuracy and less threat to the C-130 which had to fly relatively low in order to get the older daisy cutters on target. The MOAB kinda looked like a V-1 rocket without the tail rocket assembly. I don't remember if the USAF was modifying some of its heavy haulers to carry the thing or not.

I don't have cable or satelite but what I've seen of the History channel has been very good. While waiting for my car to be finished being worked on, I watched how they computer recreated some of the key battles between the Romans and the Gauls prior to the fall of Rome.

HOUSTON -- On an early Saturday morning in May, Kay Bauer was galloping through the woods surrounding George Bush Intercontinental Airport on her 20-year-old Arabian horse when she spotted a photograph of Osama bin Laden. Nearby, Hollis LaRoe, a 71-year-old retiree, and his horse sneaked up on two pictures of al Qaeda terrorists with shoulder-fired missiles.

Then both riders returned to base camp for their rewards. Mr. LaRoe took home a $25 tie. Ms. Bauer scored a toy horse that whinnies when its string is pulled.

Also unearthed that morning: a photo of Saddam Hussein and pictures of hand grenades and a nuclear mushroom cloud, as the Airport Rangers -- Houston's new weapon in the war on terrorism -- practiced protecting the airport from attacks.

The mounted volunteer security force has patrolled Houston's largest airport since December, scouring the woodlands around the airfield in search of real terrorists. More than 500 volunteers, about two-thirds women, regularly report for duty on horseback, cellphones at the ready. They wear security badges and have full access to the airport's outlying property -- thousands of heavily wooded acres now complete with roughly cut trails. In return, they report suspicious activity to airport police. The only rangers allowed to have guns are off-duty law-enforcement officers.

"We want to make sure Osama can't get in these woods and attack the airport," says Tom Jenkins, a forester who was hired to cut the airport's new trails.

While no terrorists have been found, the move reflects a struggle facing airport officials around the country as they try to balance their need to secure undeveloped, often wooded, land or nearby coastland with the desire of outdoor enthusiasts to enjoy spots they have been frequenting for years. Many airports simply don't allow access anymore.

In San Francisco and at New York City's two airports, for example, boaters are not allowed within 200 feet of shore. Clammers were banned from digging near Boston's Logan International Airport after the 9/11 terrorist attacks. Airport and federal security officials wanted to keep unauthorized people away from airport property, even though the mud flats near the airport are among the most bountiful in Boston.

But after the state legislature intervened, clammers were allowed to return in the summer of 2002. They're now required to wear special vests, security badges and report suspicious activities to airport police.

Aviation officials are concerned that terrorists could fire surface-to-air missiles at U.S. commercial airliners from outside airfield fences. Since the 1970s, shoulder-fired missiles have been fired at about 40 commercial aircraft, according to the State Department, the latest an Israeli plane in Kenya in 2002. It wasn't hit. The Department of Homeland Security is testing two antimissile systems to see whether they could work on commercial jets, but airlines complain the systems could cost more than $1 million per plane.

"There's over 11,000 acres out there," says Greg Walker, the Houston airport's security manager. "Many of these places are ideal for someone who wants to cut the fences, climb over the fences or who wants to use shoulder-fired missiles. ...We don't have the manpower to patrol those areas."

That's where the Airport Rangers come in, providing an old-fashioned solution to a modern security problem. It also has cost significantly less than antimissile systems -- roughly $50,000 to conduct background checks on volunteers, hack out trails and put in a few picnic tables.

Local riders have quietly roamed the airport property for years, says Darolyn Butler-Dial, co-owner of Cypress Trails, a nearby stable that now offers $125 "Airport Rangers Rides" to tourists. After Sept. 11, Houston airport officials discouraged riders from visiting the property, but local equestrians complained. To compromise, the airport created the ranger program.

"Anyone find a boot?" Mr. LaRoe hollered one Saturday morning, as a half dozen fellow Rangers, wilting in the 94-degree heat, trudged over to a gray plastic watering tub set up under shade trees at the corner of a dirt parking lot. The Rangers lamented that no one had found the photo of a cowboy boot during their "treasure hunt" for terrorists two months earlier. So the grand prize, a $329 pair of ostrich cowboy boots, had gone unclaimed.

One man knew where it was hidden, but he wasn't telling. Kelly Baber, a 38-year-old Internet database programmer, lives near a small stable next to the airport with his girlfriend and four horses. Unofficially, Mr. Baber is the lead Ranger: He designed the Airport Rangers' Web site, plans monthly get-togethers and rides the trails several times a week with his 12-year-old mutt, Red Dog, trailing behind. He also hid the photos for the drill.

"Horses are so acutely aware of their environment, if something's there they haven't seen before, the horse will notice it," Mr. Baber said, pointing out a cut fence recently reported by the Rangers to airport security. He then showed a small group of Rangers a potentially dangerous hole near the trail as he led them on one of his favorite trips: the margarita ride.

The 45-minute margarita ride features hills (mounds of dirt left from runway construction) and valleys (drainage ditches). The last leg of the trip, which runs along a six-lane highway and through a Firestone MasterCare service station parking lot, is short and ends with a drink at La Cabana Mexican Restaurant and Cantina. It has become such a popular destination for the Rangers that the owners nailed up a 2-by-4 hitching post for the horses.

Rangers say they're continuing a long Texas tradition of riding the fence lines to protect their land, fulfilling the romantic notion of riding the range.

"I'm a full-time lawyer and a part-time cowgirl," said Ms. Bauer, an environmental lawyer for the City of Houston, sipping her margarita. She particularly likes to ride along the fence near one runway, waving at passengers as the planes land.

Rangers doing their work have spotted a few deer poachers. And one discovered the theft of about 30 newly planted hardwood trees, although the thieves were never caught. Most of the calls Rangers make to airport security are about downed fences or holes under the airfield fences dug by coyotes that live in the woods. Airport police are still grateful, since the fences keep small animals away from the airfields and planes.

"The last thing you want is to see a bunny about to get sucked into an engine," Mr. Walker says.

TEHRAN, IRAN  (ANS) -- One of 10 Pentecostal pastors who were reportedly released in Iran Christians were detained near Tehran Sunday is still jail at an unknown location, church sources said Wednesday September 15.

47-year old Hamid Pourmand from Bandar-i Bushehr of the Assemblies of God has been unable to contact his family following a police raid on a general meeting of his denomination in Karaj, 20 miles (32 kilometers) west of the capital Tehran, Compass news agency and other church officials said.

The nine other church leaders and about 70 other Assemblies of God representatives detained last week were still free on Wednesday, but human rights watchers have expressed concern about police surveillance.

"Since being released, they have had no contact with other evangelical Christians because of the intense police surveillance," reported the Voice Of the Martyrs (VOM), which is investigating the plight of persecuted believers
worldwide.

"As of last report, those who had been detained were given no reason for their arrests. They reportedly faced intense questioning about themselves and the other pastors," VOM added.

Pastor Pourmand converted from Islam twenty-five years ago and is married with two children, Compass news agency said. VOM and other organizations have expressed concern about the situation, amid fears of a new crack down against evangelical Christians in the Islamic nation.

It urged its supporters to "pray for protection for Pastor Pourmand" and to "pray for peace and strength for his wife and children." The organization stressed it was important to "pray for the continued ministry of Evangelical churches in Iran, despite the intense opposition."

GOVERNMENT EXECUTION

Since a government ordered execution of convert pastor Hussein Soodmand in December 1990, Iran has stepped up its attacks against the countries evangelical churches and others accused of evangelizing, Compass said.

Iran, described by critics as "the world’s only theocracy" has strictly enforced Islamic law. Anyone who leaves Islam is subject to the death penalty, human rights watchers say.

This Travel Warning is being issued to alert Americans to continuing security concerns in Nepal. On September 14, the Department of State authorized the departure of non-emergency personnel and family members of the U.S. Embassy on a voluntary basis, and the Peace Corps temporarily suspended all operations in Nepal. This supersedes the Travel Warning dated July 21, 2004.


The Department of State urges U.S. citizens to defer non-essential travel to Nepal. Maoist supreme commander Prachanda issued a press statement on July 1, 2004, threatening to use "more violent means" if peace talks with the Government of Nepal are not forthcoming or are unsuccessful. The Embassy has received information that the Maoists may attempt to attack or take actions specifically against U.S. citizens as part of that contingency, particularly in regions of the country under Maoist control. On September 10, two bombs exploded at the American Center compound. There were no injuries, but the blasts damaged the facility.


The Department of State has designated the Communist Party of Nepal (Maoist) as a Terrorist Organization under the "Terrorist Exclusion List" of the Immigration and Nationality Act and under Executive Order 13224. These two designations make Maoists excludable from entry into the United States and bars U.S. citizens from transactions such as contribution of funds, goods, or services to, or for the benefit of the Maoists.


On a number of occasions, Maoists have burned or bombed tourist resorts after the foreigners staying there were given short notice to evacuate. Maoists also detonate bombs periodically within Kathmandu itself. Several bombs have exploded in Thamel, a tourist hub.


U.S. citizens are advised to avoid road travel outside the Kathmandu Valley unless they have reliable information that they can proceed safely in specific areas at specific times. In March 2004, Maoist leaders announced road closures (blockades) in certain western and southern districts of Nepal. However, the Embassy received widespread reports of Maoists forcibly blocking major roads throughout the country, including roads to Tibet, India, Chitwan, Pokhara, and Jiri. In late Spring 2004, Maoists forcibly blocked all traffic in areas surrounding Pokhara, preventing the departure of tourists for an extended period and causing some to miss their international flights from Kathmandu. Other district centers have been blockaded without warning. U.S. citizens are encouraged to contact the U.S. Embassy in Kathmandu for the latest security information, and to travel by air whenever possible.


Because of heightened security risks, U.S. official personnel do not generally travel by road outside the Kathmandu Valley. All official travel outside Kathmandu Valley, including by air, requires specific clearance by the Regional Security Officer. As a result, emergency assistance to U.S. citizens may be limited. Active duty military and DoD contractors must obtain a country clearance for official and unofficial travel to Nepal.


U.S. citizens who travel or reside in Nepal despite this Travel Warning should factor the potential for violence into their plans, avoid public demonstrations and maintain low profiles while in Nepal. U.S. citizens are urged to register with the Consular Section of the Embassy by accessing the Embassy's home page at http://www.south-asia.com/USA, by e-mail to WardenKTM@state.gov, or by personal appearance at the Embassy.
