The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

This September 11 marks the third unforgettable anniversary of the worst mass murder in American history.

After September 11, many in the Muslim world chose denial and hallucination rather than face up to the sad fact that Muslims perpetrated the 9-11 terrorist acts and that we have an enormous problem with extremism and support for terrorism. Many Muslims, including religious leaders, and "intellectuals" blamed 9-11 on a Jewish conspiracy and went as far as fabricating a tale that 4000 Jews did not show up for work in the World Trade Center on 9-11. Yet others blamed 9-11 on an American right wing conspiracy or the U.S. Government which allegedly wanted an excuse to invade Iraq and "steal" Iraqi oil.

He was claiming that when we initially attacked Afghanistan- we did not do so overwhelmingly and as a result a large number of AQ and Taliban escaped.

That's a pantload of crap. Read this book: The Hunt for Bin Laden: TASK FORCE DAGGER by Robin Moore (Yes the same Robin Moore that wrote the 1960's book and movie "The Green Berets." This is the true story of how US SpecOps went into Afghanistan and fought that war the only way it could be fought: with special forces going one on one with AQ when possible or in directing air assets when that was more viable.

With minimal losses to our own forces, we went in with but 100 "Operators" and within 100 days had killed over Thirty THOUSAND Taliban and AQ forces. The only reason we didn't get Bin Laden then, was the paper pushing pencil necks at the Pentagon didn't have the balls to give full operational command to the boot level....those folks on the ground had to await strike permission on certain pieces of terrain. Then the conventional forces under the command of Tommy Franks (HATED by the SF) almost totally screwed things up when they got into the fray. Read this book. You'll feel lots better!

Ashcroft OKs Unusual Step in Terror Fight

WASHINGTON — With U.S. officials convinced that terrorists are targeting the presidential election, Attorney General John Ashcroft (search) has taken the unusual step of ordering all Justice Department law enforcement resources to be routed to terrorism "if and when necessary to prevent terrorist attacks."

Ashcroft's order allows the country's Joint Terrorism Task Forces (search) (JTTFs) to get emergency help from the FBI, the Drug Enforcement Administration, the U.S. Marshals Service and the Bureau of Alcohol, Tobacco, Firearms and Explosives. The order and an accompanying memo — obtained by FOX News — were sent Friday to federal law enforcement offices nationwide.

"Under the procedures I am putting into place, when necessary to prevent or respond to terrorist attacks, the JTTFs can call upon department law enforcement resources for assistance, including agents," Ashcroft wrote.

"This will ensure that during this heightened threat period, all department law enforcement resources are effectively deployed in support of the department's overall mission: to prevent terrorism and the loss of innocent life," Ashcroft wrote.

Senior law enforcement officials said last week they "absolutely believe" someone will attempt a terror attack inside the United States within the next four to six weeks. One official described this time "as a very, very serious period."

"I have not seen people in our intelligence communities this nervous since 9/11," one official said, referring to the Sept. 11, 2001 (search), attacks on the United States that killed almost 3,000 people.

The attorney general's order corresponds with an aggressive FBI plan to stop an attack. As part of this effort, the FBI will be questioning those who are believed to support terrorism or to have espoused extremist views. They may detain anyone of concern — using immigration violations or minor crimes charges to do so.

Now, if needed, the FBI and other agencies will have help. The order signed by Ashcroft expires in 60 days, when, presumably, the threat will have subsided, according to U.S. officials and the order.

"The highest priority of the Department of Justice is protecting Americans from terrorist attacks," Ashcroft wrote. "This responsibility requires that we devote every resource to preventing terrorists from attacking our homeland."

Days before Ashcroft issued the order, senior federal law enforcement officials told FOX News that each day new information comes in that "raises the level of anxiety" about a potential attack.

On Sept. 13, Ashcroft held a conference call with U.S. attorneys throughout the nation, according to senior federal law enforcement officials.

During that call, Ashcroft warned them of the possibility of a major terror attack on U.S. soil in upcoming weeks. Law enforcement throughout the country were to be made aware of this concern.

Law enforcement officials are drastically increasing their efforts to track down potential terrorists, and have been ordered to press their sources and conduct interviews with anyone who may be potentially connected to terrorism.

"We're asking law enforcement officers to vigorously find any legitimate reason to arrest people we believe could be involved in terrorist activity, such as go after them for visa violations and deport them," one official said, who described the overall effort as one of "shaking the trees."

Hamas eyes Israeli targets overseas to deter killings

BEIRUT: Hamas is debating whether to expand its operations against Israeli targets overseas as a means of deterring Israel from further assassinations of key personnel, according to a spokesman for the militant Palestinian group.

Although no decision has been taken to attack targets beyond the Israeli-Palestinian theater, the idea would be to strike the same "balance of terror" with Israel as achieved by Hizbullah following the 1992 bombing of the Israeli Embassy in Buenos Aires, an attack attributed to Hizbullah although the Lebanese organization has always denied any involvement.

Hamas is re-assessing its internal security in the wake of the killing Sunday of Ezzieddine Sobhi Sheikh Khalil, a veteran commander of Hamas military wing, the Ezzieddine al-Qassem Brigades, in a car-bomb blast in Damascus. It came at a time when Damascus reportedly has asked Hamas to relocate its officials to another country.

Osama Hamdan, Hamas' representative in Lebanon, said that the group's offices in Damascus were closed over a year ago. But he said it was impossible to expect members of Palestinian groups to end their activities in Syria or Lebanon because they have nowhere else to go.

"The Palestinians in Lebanon and Syria ... support Hamas, they support Fatah, they support Islamic Jihad. And ... it's their right to work for liberating their land," he told The Daily Star in a telephone interview. (snipped)

Top al-Qaida man dies of heart attack
THE JERUSALEM POST Sep. 28, 2004

The alleged top al-Qaida operative in Lebanon, who was arrested 10 days ago after authorities uncovered a plot to bomb embassies of Italy and Ukraine, and kill diplomats, died of a heart attack Monday, hospital officials and the Interior Ministry said.

Ismail Mohammed al-Khatib, in his early 50s, was rushed from police custody to a government hospital, but doctors were unable to save his life, hospital officials said.

Al-Khatib was one of two top operatives of al-Qaida organization captured by Lebanese authorities along with 10 other suspects earlier this month.

Weren't there some who thought the 27th was a day of concern (or was it the 28th???) Memory foggy on this, but I don't put much value on the date scenarios anymore. They seem to attack when they have the most advantageous moment (when complacency is the norm). Glad to say many cities continue to have on-going training in the event something does happen.

A prominent Taleban commander who was killed last week in southern Afghanistan had rejoined the militants after being released from the U.S prison in Guantanamo Bay, Cuba. The news injects a new element into the debate over whether and for how long the United States can and should hold people it considers "enemy combatants."

Major Scott Nelson, the U.S military spokesman in Afghanistan, on Monday confirmed that Taleban commander Mullah Abdul Ghafar was killed along with two others in a clash in the South Saturday night.

"During the past 48 hours, Afghan and coalition forces' operations resulted in the capture of more than five Taleban leaders and killed a prominent Taleban leader in the Uruzgan province, Abdul Ghafar," he announced.

Afghan Interior Minister Ali Ahmad Jalali says that Mullah Ghafar was captured shortly after the United States and its allies launched a military campaign in late 2001 to dislodge the Taleban from power for harboring the al-Qaida terrorist leadership.

"He was taken to Guantanamo and he was in prison," said Mr. Jalali. "He was released afterwards. And then recently we heard that he was appointed as the regional commander of Taleban in Uruzgan province."

The fact that the dead man was released from Guantanamo Bay and then rejoined the insurgents is likely to play into the controversy over whether, and for how long, the United States can hold such men without charges or trial.

Major Nelson referred to that controversy during Monday's news conference.

"We get criticized from one side for holding these folks, and they come back to the country after we have been told to release them and they commit of acts of violence against coalition forces and Afghans," said Major Nelson. "So what does the international community want? There has to be a balance here."

Major Nelson says many of the approximately 600 prisoners being held at Guantanamo Bay are dangerous, and could pose a threat if they are not properly monitored by their governments once they are released.

Human rights groups have criticized the United States for detaining them without charges or trials. Some of the prisoners have claimed that they have been abused while in custody.

The Beheadings Are about Them, Not Us

Accustomed as we are to believing that everything in the world has to do with us, we've misunderstood what the recent beheadings are all about. The terrorists are not trying to make us cower. They are not using the beheadings as a technique to drive us out. Insofar as the slaughter of Westerners affects the policies of Coalition members, the same effect could be accomplished by other forms of murder; a government that is prepared to be routed from Iraq will turn tail when its public demands it, regardless of how its citizens have been killed.

This is not about us--it is about them. The beheading films are recruitment tools. They've been around for a long time, part and parcel of the first generation of "jihad" home movies, circulated mostly in North Africa to excite homicidal fanatics and lure them into the Islamist bands. The main difference between then and now is that their marketing and distribution have improved, thanks to their comrades at al Jazeera and al Arabiya, and the Internet. (snipped)

On September 13, 2004, a new booklet entitled “The Unique Ninja Book for the Vigorous Mujahid” was posted on a number of Islamist websites. The author, an avowed supporter of the Mujahideen, believes that “true information on the Ninjas and their role in the Japanese History . . . could, God willing, be useful for the Mujahideen.”

The booklet describes the history of Ninjas and their role in Japan, their combat and training methods, their use of weapons and explosives, and more. The author argues that the Mujahideen should draw on Ninja methods and learn from the historical experience of Ninja warriors. The booklet concludes with a song praising martyrdom and Jihad. The very last page contains only one phrase, written in large bold red letters, reading: “Americans, we have brought slaughter upon you - so expect it [once again].” (snipped)

Heeding warnings that terrorists could try to disrupt the fall elections, state and local election officials are aiming to coordinate communications and decision-making with governors and security officials so voting goes as smoothly as possible.

Top election officials made public on Monday recommendations sent to state and local officials, encouraging several steps, including identifying key decision-makers, which decisions to weigh in the event of increased threat warnings or actual attacks, and the best ways to communicate with the public.

"This election cannot be postponed," said New Mexico Secretary of State Rebecca Vigil-Giron. "If something should happen in New York City, the elections in New Mexico will continue, as is the case in California and Utah, and so on. Elections would not stop."

Federal officials repeated last week their concerns that terrorists could be aiming to mount an attack before the Nov. 2 general election, but said they have no new information indicating a time, place or method of attack.

Vigil-Giron said planners need to make sure that elections continue securely, but also without scaring voters - for instance, by stationing heavily armed guards at the polls.

"The last thing we want to see happening is a National Guardsman standing there with a rifle, keeping watch," she said.
