I am confused. One of the memos in question states, "I conveyed my verbal orders to commander; 147th Ftr Intrcp Gp with request for orders for suspension and convening of a flight review board IAW AFM 35-13."
According to what I can find (see http://www.e-publishing.af.mil/pubs/majcom.asp?org=ANG ) (see also http://www.afmc.wpafb.af.mil/pdl/ ) the 35-series of documents deals with Public Affairs issues, not disciplinary issues. And within the 35-series the publication 35-13 does not even exist.
What's up with that?
