If I recall correctly, Kerry's immediate reaction was to get himself into the local Boston news, defending the pitiful and inexcusable security at Boston Logan Airport --- and that public display, most probably to deflect criticsm directed toward him, because he had previously been warned in detail, about how bad security detection work was at the airport; but he had delayed for months (since May 2001), doing anything about *that* ... which he finally did shortly before September 11, 2001, by merely forwarding a letter about the concerns brought to his attention.
