It is something much more literal. It was the original reason I "de-lurked".
I am not going to spell it out, but there is a way to send this nation into chaos by using the *election*-related procedures as outlined by the constitution against itself.
This is why they are focused on the *elections*.
Most still don't completely appreciate their sophistication. They study our buildings for years. For some reason, we think they don't do the same with our government?
They made sure 9/11 happened when Congress was in session, because if you can kill or "incapacitate" (think Anthrax and Ricin) 50% of the House, you can force the constitution to "malfunction". There are similar problems related to the election, transition, and inauguration.
If noone gets a majority of the electoral votes (think Florida 2000 but three or four states results called into question), it goes to the House (12th Amendment).
There is a Plan B but no Plan C. I'll leave it there.
But they are aiming for civil chaos and hoping for civil violence.

Yes, they believe that since the USSR, a "superpower", was defeated in Afghanistan, they can certainly defeat the only remaining superpower.
You're right, they'd be happy to see chaos here, and they certainly would not care how many of their own people were killed.

I guess I don't know enough about what will happen to the constitution in the situation you describe. I'll have to do some looking.
