Frame one:Kerry does his knockoff of Howard Dean's "the flag does not belong to Rush Limbaugh" riff. In fact, he does the riff Howard's way, referring to Rush explicitly instead of the actual pale pastel he did.
Frame two:
Kerry says "the flag belongs to us, too . . . "
Frame three:
