Speaking of context, here's you at #752 (emphasis added):

Here's the pertinent part of my answer at #774 (emphasis added, context restored):

Probably not, since I haven't made that claim with mental illness. I've noted several times that President Bush would like to impose a mandate on private insurance companies to pick up part of the tab.

I've said that the goal would be universal screenings. I haven't said the screenings would be universally compulsory under President Bush, nor that they would all be federally funded.
